Identifying Critical Competencies for Teachers of English Learners

The United States faces a major challenge in educating a diverse population of students, including more than 10 million students who speak a language other than English at home, most of whom are not proficient in English when they enter school (English learners). There is mounting evidence that English learners-when given access to qualified, well-prepared, and caring teachers-can meet the rising expectations of the American educational system. But what competencies do such teachers need? This essay addresses this question by reviewing three principal traditions that are used to define teacher competencies, identifying 10 competencies based on these traditions that teachers of English learners should posses, and considering the implications of this analysis for future research and policy to improve teacher preparation.
